Criminal Investigative
Analysis (commonly referred to as psychological or criminal
profiling) has received a good deal of publicity regarding cases of sexual homicide and
sexual assault but it also can be very beneficial to those who seek to evaluate many other
issues as well. Threats to persons or property, development of civil trial and witness examination strategies
, interview techniques, stalking and extortion are all examples of areas
where Criminal Investigative Analysis can become a powerful tool when used correctly. It
is not investigation or clinical evaluation but rather a forensic
behavioural analysis of
investigative results. Once available only to law enforcement; these techniques have proved helpful to corporate & private investigators, lawyers, and others in a variety of civil trials and other non-criminal matters as well. Retired Inspector Ron MacKay is one of only two
Canadians who have been trained by the FBI in these
techniques and that training has been restricted within the FBI since 1991. Eleven additional
Canadians, employed by the Royal Canadian Mounted
Police (RCMP) & Ontario Provincial Police
(OPP),and the Surete du Quebec (SQ) have been, or are being, trained through an Understudy Program designed to
replicate that FBI training. MacKay led the development of that understudy program and administered it on an international basis from 1993 to 2003. Since his retirement from the RCMP in 1997 he has been
providing his services to the private sector through his company, Forensic Behavioural
Analysis.
- Forensic Behavioural Analysis is also familiar with ECRI, the Vancouver company formed
to develop and market the software for geographic profiling. Geographic Profiling is a powerful tool available to law enforcement,
either as a stand-alone system, or preferably in combination with a case linkage system
such as ViCLAS and Criminal
Investigative Analysis (psychological/criminal profiling). All based on probabilities rather than
certainties, ViCLAS can tell you what the unknown offender did(crime linkage),
criminal profiling can tell you what he is like
(characteristics and personality
traits of the unknown offender) and geographic profiling can tell you where to look for
him(anchor points).
